China’s One Belt One Road Initiative and Chinese Overseas Society​​​

Abstract   

  This paper is to review relationship between China’s One Belt One Road initiative and Chinese Overseas Society, mainly focusing on Chinese new migrants after Chinese government adopted reform and open door policy. The results of these review are as follows. Firstly, Chinese Overseas Society has changed from Chinese oldcomer's society to newcomer's society with the rapid increase of Chinese new migrants. The rapid increase of Chinese new migrants has caused the population of Chinese newcomer's society to outnumber Chinese oldcomer’s population except for Southeast Asia region in the world. Through the analysis of the case studies of the Chinese newcomer's society in Japan, it was revealed that their social organizations began to be organized in the 1990s, and there were such as chamber of commerce, Tongxianghui(同鄕會), academic and scientific professional groups, alumni groups. Secondly, Chinese newcomer's organizations tend to operate with maintaining close relations with Chinese government. Thirdly, the Chinese government organized World Overseas Chinese Entrepreneurs Conference in 2015 in order to promote China’s One Belt One Road initiative. The OCEC established the ‘Cooperation Platform for Overseas Chinese Entrepreneur’s Organizations’. Members of the platform were mainly consisted of Chinese newcomer's organizations. Fourthly, Chinese government was driving the Diaspora Affairs Public Diplomacy to use Chinese overseas as a intermediator between China and resident country. But, his projects could lead to ethnic conflict in multi-ethnic countries.
